EMEA Data Centre Market Update H1 2025

A strong development pipeline exists

Between H1 2024 and H1 2025 the operational capacity of EMEA’s data centre markets has risen by 21% to reach 10.3GW. With over 2.6GW under construction across the region and 11.5GW in planning stages, overall pipeline growth marks 43% year-on-year.

The FLAPD markets (Frankfurt, London, Amsterdam, Paris, Dublin) and Milan lead with 10.9GW total capacity but growth is slowing as they mature. However, the emerging markets and remote campuses, sitting outside the established metro areas, are completely reshaping the data centre landscape. Fast rising markets include Oslo, Helsinki, Berlin, Lisbon and generally those in the Middle East & Africa, Nordics and around the Mediterranean. 

The regulatory environment in EMEA places a strong emphasis on sustainability, data security, and privacy, shaping the operational landscape for data centres. As a result, most data centre markets are grappling with mixed responses from local and national authorities, stringent sustainability requirements, land and power constraints. These factors are collectively driving up costs, extending project timelines, and creating considerable uncertainty for both operators and investors. Despite these significant hurdles, the Powerhouse markets contribute 6.25GW of supply pipeline, indicating ‘sooner or later’ market growth across the region.
