The latest edition of the Business Environment Assessment Study (BEAS) 2025, jointly prepared by Antal and Cushman & Wakefield, presents for the fifth time a comprehensive evaluation of business conditions across Poland’s major metropolitan areas. The study surveyed 1,065 top-level managers using the CAWI method between July 31 and August 25, 2023.
Warsaw Tops the Rankings:
- 7.5/10 – average investment potential score (national average: 7.2)
- 8.3/10 – business infrastructure and office space quality
- 7.5/10 – educational potential (highest in Poland)
- 7.4/10 – labor market competitiveness (tied with Kraków)
Warsaw stands out for its talent availability, high-quality education, and stable labor market. Graduates from Warsaw’s universities are highly valued for their digital skills and innovative mindset.
Investment Plans Among Companies:
- 58% of Warsaw-based companies plan to invest in technology
- 56% intend to invest in human capital
- 26% are planning geographic expansion (national average: 19%)
- 66% aim to maintain or increase their office space
Development Challenges:
- Rising energy and raw material costs
- Housing market issues – limited availability and high prices
- Warsaw ranks lowest among surveyed cities in terms of quality of life – a challenge for sustainable urban development
Global Perspective:
- Poland is strengthening its role as a logistics hub
- Warsaw attracts regional centers serving Central and Eastern Europe
- Office model stability – only 12% of companies plan to reduce office space (compared to 32% globally)
