The Victorian Government and the Australian Football League (AFL) have launched an Expression of Interest (EOI) campaign for the redevelopment of 140 and 160 Harbour Esplanade in Docklands; two strategically located sites set to become a vibrant new mixed-use precinct.
The redevelopment will build on the momentum of the $225 million Marvel Stadium upgrade and aims to deliver a dynamic mix of housing, commercial spaces, hospitality venues, and entertainment options that will revitalise Melbourne’s CBD waterfront.
Minister for Development Victoria and Precincts, Harriet Shing, said “This is an exciting step in delivering a new chapter for Docklands – creating more housing, jobs, shops and entertainment on one of Melbourne’s most prominent waterfront sites.”
“This is about delivering quality development that supports Melbourne’s growth, including thousands of new homes in Docklands.”
Cushman & Wakefield has been appointed to lead the EOI campaign, bringing its deep market expertise and global reach to attract a development partner capable of delivering a bold and high-quality vision for the precinct.

The EOI campaign is open until 5pm Friday 5 December 2025, with a Request for Proposal to follow for shortlisted developers.
