While the media focus on the EU’s ‘stop-the-clock’ decision and the ongoing changes to CSRD reporting, the transformation of the real estate market remains centred on the challenges of complying with the EU Taxonomy and the EPBD (commonly referred to as the building directive).
Today, the key question for both investors and property managers is: How does our office building compare to the competition and current market requirements? The starting point for answering this and getting a clearer understanding of what needs to be done is, naturally, data – and its interpretation.
That’s why at Cushman & Wakefield we have developed an innovative tool for benchmarking energy performance certificates (EPCs), powered by our unique and robust database!
C&W Index provides access to comprehensive analysis that enables the comparison of an office building with other properties:
- Within the same city and across Poland.
- Against future energy classes.
- In relation to the key requirements of the Sustainable Finance Taxonomy for office building investments.
What sets our tool apart
- An extensive database – We have built a database of EPCs for Poland’s 10 largest cities, containing data on 217 office buildings completed between 1993 and 2024.
- A focus on new properties – The database includes 78 office buildings delivered in the past ten years (2015-2024).
- Detailed data for Warsaw – Includes data on 32 office buildings completed in the past ten years and 106 buildings developed since 1993.
- Taxonomic analysis – The tool enables assessment of a building against the most energy-efficient buildings, including the top 30% and the top 15%, i.e. thresholds for entering climate change mitigation and/or adaptation pathways. Data for the Taxonomy for buildings completed before 31 December 2020, for which EPCs have been issued, comes from official sources, such as gov.pl.
Additionally, the Ministry of Development and Technology has issued criteria for the EP value (energy demand) for public buildings, including both office and retail properties. Meanwhile, the C&W Index allows comparisons against other buildings within the same category.

For anyone interested in understanding how their properties compare to other buildings – across cities, provinces or the whole of Poland, and in relation to future energy classes and sustainable finance requirements.
We are currently expanding our tool to cover warehouse and retail properties. In addition to benchmarking, we also offer support with verifying the accuracy of existing EPCs and preparing new EPCs.
