TAMPA, Florida, July 1, 2025 – Cushman & Wakefield has hired Evans Howell, MS, REPA, and Peter Millar, P.E., J.D., both as Executive Managing Director in the firm’s Valuation & Advisory (V&A) group. Howell and Millar will lead the firm’s newly launched Assessment Services Practice, which encompasses a suite of third-party due diligence products commonly required in real estate transactions, financing, and development.
“The addition of Assessment Services is a game-changer for our multifamily valuation business,” said Zach Bowyer, Executive Managing Director and Head of Living Sectors covering conventional multifamily, affordable housing, student housing and senior living. “It allows us to simplify the process, improve turnaround times, and deliver a more seamless experience—while reinforcing our commitment to being a full-service, trusted partner in real estate valuation and advisory.”
The practice will offer property condition assessments, phase I environmental site assessments, construction risk management reports, zoning reports, surveying, and more.

Howell is an established professional in the real estate due diligence field with over 29 years of experience. His extensive experience includes managing numerous due diligence projects and portfolios for national clients, including investors, equity funds, insurers, CMBS, HUD, and Fannie/Freddie lenders.
Millar has 27 years of experience in the field(s) of construction and engineering, Property Condition Assessments (PCAs), and assessment of multifamily housing properties. He has conducted more than 1,000 PCAs in accordance with ASTM2018, more than 250 PCAs in accordance with Fannie Mae Delegated Underwriting Standards, and more than 250 PCAs in accordance with Freddie Mac Guidelines. He is experienced in assessing site improvements, building structures and envelopes, and mechanical, electrical, and plumbing systems for evidence of deferred maintenance or problematic or deleterious materials.
